I have a laptop computer (bluetooth) with cable internet, small video camera and a cell phone.

If you can connect to cable internet or internet via the cell phone at the beach?Then use a service like Yahoo Live...http://live.yahoo.com/and copy and paste some code to embed it to your web site...http://developer.yahoo.com/ylive/flash_js_api/
