I do mostly outdoor photography, with some portrit shots as well. Will I see a degrade in image quality using the 1.4x tele extender? My camera is a 40d.

Maybe a little on the extreme edges of the image, but mostly you will loose a stop of light. Tele-extenders "eat" light, so your f/4 will become a t/5.6 (t is for light transmittance).
