The marriage at the city hall, that is the date you legally get married, once you are married the 2nd ceremony is not an actual legal ceremony (meaning that you don't have to sign any paper work and the vows are spoken promises rather than legally binding) so in my opinion the anniversary is the the date you are legally bound together as man and wife.

The legal ceremony at city hall will be your anniversary. You will not have another legal ceremony at your party, although you might have a blessing or some such thing. You only get one legal ceremony per marriage.

City Hall. Yep, why not wait and just have the one wonderful ceremony and the time lapse will give you plenty of time to put in all the planning.

Well the wedding in city hall would be the date you were OFFICIALLY and ACTUALLY married. Why not celebrate both? A good friend of mine went through the exact same thing (also military). They're celebrating the day of their court house wedding and the date of their big wedding (which is about a year later). This is one of the reasons we didn't do 2 weddings too (my husband is military too). But me personally, I'd celebrate the first one since thats when it became official. Its also the date that the military recognises. There's nothing wrong with celebrating both.

Where and How to Start?
There’s so much to do, it can be mind-numbing. Don’t worry. I planned and held my first wedding in two months and my second wedding in three months. If you have the luxury of a year or more, feel lucky!
Wedding Invitation
Ideally, invitations should be mailed out 6-8 weeks before the big day to give guests time to make arrangements to attend and RSVP back to you.
Wedding Attire
Where I come from, buying a tuxedo is virtually unheard of. Renting is probably the way to go to realize the ultimate savings on the groom’s attire.
Wedding Flowers
Cheap doesn't mean that your wedding flowers can't be beautiful. All flowers are lovely no matter what they cost.
Wedding Ceremony Decoration
Most wedding ceremonies are short and sweet, so why spend a majority...
Wedding Music

The question of whether or not to serve alcohol at your wedding is one that can cause dissension in the ranks of family.
